GISA
is a joint-stock company that is governed by the civil and commercial
legislation. With respect to the company rights, publicity, bidding
procedures and forms of concession, the company acts in accordance with
the Statute of the Catalan Public Company and the Statutes of the
Company approved by the Government Agreement of the 3rd of July, 1990
among other essential dispositions.

The company is governed and managed by the General Stockholders Board and the Administration Council.
The conventions signed by Generalitat de Catalunya and GISA aim at
establishing the foundations that under effective dispositions make it
possible to concretize the guidelines to follow in the execution of the
orders that GISA manages on behalf of the Generalitat, as well as
monitoring and controlling facilities of the Department of Regional
Policy and Civil Works and the Department of Economy and Finance.
The company is also subject to periodic operational, financial and
accounting examinations, like internal and external audits.
GISA controls all details of its economic, administrative and financial
management as well as quality, costs and timing of the works. To
accomplish this task, the company is equipped with a highly efficient
integrated management workflow: the Construction Management System. It
is a system that offers medium and long-term budgeting of operating
accounts for construction projects, certifications, and GISA's general
operating account. This system helps to manage the vast amount of work
that GISA subcontracts and it simplifies the great complexity of the
processing, especially those of tender, contracting and works
reception. The system also automates the generation of most of the
documents and reports on administrative processes as a result of the
integration of the system with the office information systems. In
addition, the system represents a major saving in time used for
management and economic and financial control of clients and suppliers.
From the initial survey to works termination, the planning, monitoring
and control data for works is prepared by Programming and Control
Direction that automatize the process with the help of IT systems.
